University of California, Santa Barbara Mobility Transport Program Privacy Policy

IMPORTANT NOTE TO UNIVERSITY OF CALIFORNIA, SANTA BARBARA: This Privacy Policy should be reviewed by the University of California, Santa Barbara Office of General Counsel to ensure compliance with applicable federal, state, University of California, and local laws and policies, including, as applicable, the California Consumer Privacy Act (CCPA/CPRA), the Family Educational Rights and Privacy Act (FERPA), the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and other applicable privacy and accessibility requirements.

1. Introduction

The University of California, Santa Barbara ("UCSB," "we," "us," or "our") operates the Mobility Transport Program, which provides accessible transportation services to eligible members of the UCSB community with mobility limitations.

This Privacy Policy explains how we collect, use, disclose, and safeguard personal information when you use the Mobility Transport Program, including our transportation services, reservation systems, mobile applications, websites, and related services (collectively, the "Services").

Eligibility

Registration for the Mobility Transport Program is limited to currently enrolled UCSB students who have been approved to participate in the program. Eligibility is determined through the University's established accommodation process for students with mobility-related disabilities. Approved participants must maintain current eligibility throughout their participation in the program.

Technology Platform Provider

We use software and technology services provided by Via Transportation, Inc. ("Via"" to operate our Services. Via provides rider-facing mobile applications, driver-facing applications, dispatch tools, and administrative software.

UCSB is the data controller for personal information collected through the Services. Via acts as a service provider/data processor and processes personal information only on behalf of UCSB and in accordance with applicable law and its contractual obligations with the University.

2. What Information We Collect

Information You Provide

When you register for or use the Mobility Transport Program, we may collect:

• Name
• UCSB email address
• Phone number
• UCSB student identification number
• Pick-up and drop-off locations 
• Mobility accommodation information necessary to provide transportation services
• Documentation or verification necessary to determine eligibility for the Mobility Transport Program
• Emergency contact information, if voluntarily provided

We do not request or collect more medical or disability-related information than is reasonably necessary to determine eligibility and provide safe, accessible transportation services.

3. How We Use Your Information

We use your personal information to:

• Verify eligibility for participation in the Mobility Transport Program.
• Schedule and coordinate transportation services.
• Provide transportation accommodations related to mobility limitations.
• Communicate regarding reservations, service updates, delays, and program operations.
• Improve transportation operations and service quality.
• Maintain rider and driver safety.
• Comply with applicable federal and state laws, University policies, and legal obligations.

4. Accessibility and Medical Accommodation Information

Accessibility and disability-related information is collected solely for the purpose of determining eligibility and providing appropriate transportation accommodations.

Information regarding a participant's mobility limitations or accommodation needs is limited to what is reasonably necessary to provide the requested transportation services.

This information is shared only with authorized University personnel, authorized transportation staff, and contracted service providers who require access to perform their official duties, and only on a need-to-know basis consistent with applicable law and University policy.
Drivers receive only the information necessary to safely provide transportation services and are not provided detailed medical documentation or diagnostic information.

5. FERPA, ADA, and Section 504

FERPA

If eligibility for the Mobility Transport Program is determined using documentation maintained as part of a student's educational record, UCSB will protect those records in accordance with the Family Educational Rights and Privacy Act (FERPA) and applicable University policies. Student education records will not be disclosed except as permitted or required by law.

ADA and Section 504

UCSB collects disability accommodation information only as necessary to provide transportation accommodations for students with mobility limitations. Information regarding disability accommodations is maintained and used in accordance with the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and applicable University policies.

The Mobility Transport Program does not use disability accommodation information for purposes unrelated to providing accessible transportation services.

6. How We Share Your Information

We may share your information with:

Service Providers

• Via Transportation, Inc.
• Cloud service providers
• Customer support providers
• Other vendors operating under contract with UCSB to support the Mobility Transport Program

Authorized University Personnel

Limited information may be shared with authorized UCSB departments responsible for disability accommodations, transportation operations, risk management, emergency response, or information technology when necessary to administer the Mobility Transport Program or comply with legal obligations.

Drivers

Drivers receive only the minimum information necessary to complete scheduled rides, including:

• Rider first name
• Phone number for communication related to transportation
• Pick-up location
• Drop-off location
• Transportation-related mobility accommodations necessary to safely provide service

11. University of California Privacy Statement

This Privacy Policy applies specifically to the UCSB Mobility Transport Program.

The University of California maintains broader privacy practices governing University operations and online services. Where applicable, this Privacy Policy should be read together with the University of California Privacy Statement. If there is any conflict between this Policy and applicable University policy or law, the applicable law and University policy will govern.
